양평군, 경기도 및 인근 시·군과 인사 교류 추진

양평군이 지방공무원법 제30조의2 및 지방공무원 임용령 제27조의5에 따라, 올해부터 경기도를 비롯한 인근 시·군, 지방공사 등과의 계획적인 인사 교류를 추진한다.
이번 인사 교류는 기관 간의 협업 체계를 강화하고, 공무원의 행정 역량 개발 및 실무 경험 확대를 위한 제도적 기반을 마련하기 위한 것으로 동일 계급 간 1:1 상호 교류를 원칙으로 하고 있다.
또한 기본 교류 기간은 1년이며, 필요시 기관 간 협의를 통해 1년 연장이 가능하다. 참여 대상자는 공개 모집을 통해 선발되며, 희망자가 없을 경우 직무적합성을 고려해 인사부서에서 선정하게 된다.
양평군은 교류 참여자에게 성과급 상향과 표창 추천 가점, 희망 부서 우선 배치 등 인사상 우대와 함께 월 65만 원의 교류수당과 최대 60만 원의 주택보조비 등 실질적인 재정 인센티브도 제공할 계획이다.
현재 교류 대상 직위는 복지와 환경, 도서관 정책 등이며, 구체적으로 가족복지과 팀장(사회복지 6급), 기획예산담당관실 행정 7급, 평생학습과 사서 7급, 기후환경과 환경 7급, 정원산림과 녹지 7급 등이 포함됐다.
군 관계자는 “광역지자체와 기초지자체와의 인사 교류는 단순한 인력 이동이 아닌 공직사회의 소통과 협업 역량을 높이는 중요한 계기가 될 것”이라며 “행정서비스의 질적 향상에 기여할 것으로 기대된다”고 말했다.
한편 군은 이번 인사 교류 추진 계획을 각 기관에 공유했으며, 교류 참여를 희망하는 기관은 양평군 총무담당관실(031-770-2126)로 문의하면 된다. 군은 교류 직위 매칭이 완료되는 대로 해당 기관과 협의를 거쳐 교류 협약을 체결할 예정이다.
